Govt urged to promptly implement Higher Education Policy

Kathmandu, Dec 1: The Education Sub-committee of the Women, Children, Senior Citizen and Social Welfare Committee under the Legislature-Parliament has underlined the need of promptly implementing the higher education policy.

The 11-member sub-committee coordinated by lawmaker Prof Dr Ganesh Man Gurung stated this in its report that it submitted to the committee today. It stresses on the need of implementing the policy to do away with the many aberrations and anomalies seen in the higher education sector. The committee today passed the report with amendment. Committee president Ranju Kumari Jha said the Education Minister would be invited to the committee's next meeting on Monday to direct the government to implement the report.

The sub-committee coordinator Gurung said, "It has been recommended in the report that the process of opening new university should be done only on the basis of the need and mapping and to put in place the provision of earmarking at least 20 percent of the total national budget to education sector.The report has also recommended constituting an umbrella university service commission for bringing uniformity in the selection of human resources at all the universities and to reduce the financial burden on the state.

The sub-committee has suggested for the implementation of the annual academic calendar, ending the teacher-student politics, making the grants distribution judicious and constituting an autonomous board for ending the trend of providing affiliation to colleges randomly. Lawmakers Giriraj Mani Pokharel, Rajendra Pandey and Badri Pandey, among others emphasized on the urgent need of implementing the policy.
